PAP (Programa de Aprendizaje Permanente) belongs to OAPEE, and it's the entity which proposes grants such as Comenius, Erasmus, Leonardo da Vinci,.. and platforms like eTwinning.
Etwinning: It's an initiative proposed by European Comission that encourages collaboration between European schools using ICT. This is where European collaborative projects are proposed, that is to say, a class without the physical barrears of walls.

In eTwinning we can find SNA ( Servicio Nacional Apoyo) which sets the frame and the basic features that a good project should have. ( 7 tips)
First of all, you have to register on eTwinning site, and once you're registered, you have to click on DESKTOP. There you will find different options like finding partners and create a new project.
If you want to create a project, you'll have to give the following information about it: subjects, languages used, students' age, ICT tools, objectives, working process, and expected results.
There's always someone that creates the project, and then the partners can participate in it.
